Job Purpose

To Monitor & review plant environment parameters, & facilitate their compliance as per Environment Management System standards & as per Government & statutory Acts, through effective liaison with Govt. agencies and plant people for smooth operation and functioning of the plant and to ensure conformance with all applicable environmental regulations and policies and to make synergy and strategy related to policy decisions of State Govt. to understand of various environment issues and their strategy.

Job Context & Major Challenges

Job Context: UltraTech Cement Ltd. is the largest manufacturer of grey cement, Ready Mix Concrete (RMC) and white cement in India. The company has consolidated capacity of 138.39 Million Tons Per Annum (MTPA)* of grey cement. UltraTech Cement has 23 integrated plants, 1 clinkerisation plant, 29 grinding units and 8 bulk terminals.

Baga Cement Works was acquired by UltraTech Cement Limited from erstwhile M/S Jaiprakash Associated Limited in the year 2017. Baga Cement Works is located at around 155 Km from Chandigarh, 67 km from Shimla and 37 km from Bilaspur (HP). The nearest National Highway is NH-88 which is 17 Km from the plant. The plant has 10,000 TPD clinker production capacity & 250/300 TPH OPC/PPC cement grinding capacity. The preheater consists of four strings, each with 6 stages of LP cyclones, with two pyroclones supplied by M/s KHD. This is a unique feature of this cement plant due to which the plant operates at lower heat and electrical energy. The preheater has a height of 155 mtrs, with top floor at 135 mtrs. The preheater has been constructed out of tubular steel structure.

The Cement Plant is based on lime stone deposits in Baga – Bhalag hills which are adjacent to plant area. Limestone requirement of the plant is around 15000 TPD. For raw material grinding, two vertical roller mills of 420 TPH each have been installed with a C.F. Silo having a capacity of 24,000 MT.
The unit is equipped with state-of-the-art pollution control systems, and operating emission norms are much lower than the permissible standards of 30 mg/Nm3. Two continuous ambient air quality monitoring stations have been installed which are hooked up to CPCB and PCB and transmit real time data's. For emergency electrical power, 8 x 1800 KVA, DG sets have been installed.
The township for the plant is located near the plant and has a residential complex for 300 families. 10+2 school and 05 bed hospital has been built. For transporting clinker and cement from plant a fleet of about 4000 trucks have been engaged.

Ambient air due to climatic factor or manmade activities.
Co process of Hazardous waste (Solid and Mixed) Due to unavailability of MSDS.
Plastic recovery as responsibility of EPR under PWM rule-2016.
NOx emission and Porthole issue as per CEMS guideline in/at RABH stack.
Implementation density of the trees around 2500 plants per ha. In hilly terrain areas.

KRA11. Strategy & Planning:
To coordinate with multiple stakeholders including Government authority for the completion and approval of projects. Taking lead to align the unit goals with Sustainability Goals related with Environment.
• Involve in the studying and developing of environment impact assessment report for cement plant, limestone mines and township.
• Facilitate and conduct public hearing for the new and expansion projects as per the guidelines.
• Design, develop and execute an implementation work plan for the expansion and renewal projects. This would also involve working closely with agencies and Government authorities.
• Co-ordinate with corporate sustainability team for the preparation and submission of sustainability report & SAQs for sustainability audits.

• Updating environmental data elaborately into the software enablon as a part of the sustainability task.

1. Operation Management:

To be obtained the Environment Clearance, NOCs, Consents and Authorization for new project, amendments, their timely renewals for the Nodal Agencies. Ensure the Compliance with conditions given in Environment Clearance, NOCs, Consents and Authorization during operation of Plant.
• Filing online /manual applications and co-ordination with Government Bodies to obtain/renewal of Environment Clearances, Consents and Authorizations
• To be obtained NOCs, Consents, Authorizations for new units, any amendments, renewals for Cement Plant, Mines & Township etc.
• Ensure regular and periodic submission of statutory and compliance reports about the performance of the plant to Government bodies pertaining to EC,CTO & Authorisations on timely basis.
KRA31. Environmental Management:
Monitor & review plant environment parameters, & facilitate their compliance inline with Government & statutory requirement. To ensure conformance with all applicable environmental regulations and policies.
• Monitor and review environment parameters for Cement Plant, Mines, Township on regular basis.
• Ensuring the performance of Pollution control equipment by monitoring and reviewing.
• Ensuring working of Continuous Emission Monitoring System (CEMS) and compliance of its guidelines.
• Review the status of EC and Consent conditions and their implementation status at groud level. Identified gaps, planning to filling the gap.
• Confirmation with all the environment related requirement with respect to rules, policies, NGT/ Court orders, SPCB/ CPCB/ MoEF/ Govts directions.
• Capability building of all the plant employees working in different sections though training and awareness for achieving the Environment Targets.
KRA41. Audit & Legal Complaince
Ensure adherence to all the Environment related legal requirement for Plant, CPP, Mines etc.
• Ensure compliance during Environment Audits, during HPPCB/ CPCB / MoEF visits. Ensure timely submission of various Compliance reports to Govt. Agencies.
• Conduct Environmental Audit within the plant & mines regularly and identify environmental abnormalities, spillage/leakages to be reported and rectified.
• Co-ordination with the legal cell at corporate office for updating the compliance manager software.
KRA51. Cost Management
Implementation of environmental activities at optimum cost without compromising with the compliance requirement of the unit.
• Develop the Capital expenditure/budget for the department as a part of planning and monitoring of activities related to environment compliance.
• Environment Budgets for statutory fees for CTO & CTE, consultancy charges, commitment towards the Conrporate Environment Responsbility (CER), world environment day celebration etc.
KRA6System Management
Contribution to the effective implementation of group world class system.
• Implementation of ISO 14001 (EMS)responsible for any NCs during the audits, WCM activity like Work Environment KFA, 5 S audits.
• Comprehensive understanding of Industrial Safety and Environmental Rules & Regulations, EMS, ISO & OHSAS certifications.
• Active participation in system development, World Class Manufacturing (WCM), Sub-committees, Safety Health and Environment committees, BCW Audits, Environment and Sustainability Committee at plant level etc
KRA7Public Relation:
Facilitate and ensure effective relationship with GPCB (Head Office & Regional Office), CPCB Regional Office, Forest Office, consultants, Environment Auditors for smooth operation of Plants.
• Maintained cordial relation and with Officials of SPCB, Head Office, Regional Office, Regional office of CPCB, MoEFCC IROs, PWP & ERP Cell, ULBs, Env & Scince Technolgy department, Forest Departments through regular meetings. Good relation with consultants, Environment Auditors, local communities etc.
