Job Purpose

To Monitor & review plant environment parameters, & facilitate their compliance as per Environment Management System standards & as per Government & statutory Acts, through effective liaison with Govt. agencies and plant people for smooth operation and functioning of the plant and to ensure conformance with all applicable environmental regulations and policies and to make synergy and strategy related to policy decisions of State Govt. to understand of various environment issues and their strategy.

Job Context & Major Challenges

Job Context:- Aligarh Cement Harduaganj (A unit of UltraTech Cement Limited) is located at Village Kasimpur , Tehsil koil Dt. Aligarh (U. P.). It is a grinding & packing unit with an installed capacity of 1.3 MTPA. This unit was commissioned in May -09 consisting of Close Circuit Ball Mill with High Efficiency Separator, 2X12 spout Packer Machine. It manufactures Ultratech Cement in various Blends. This unit is one of our most modern establishments of UltraTech cement Limited. The basic raw material i.e. clinker received from Vikram Cement, Khor (M.P.) and Aditya Cement, Shambhupura (Rajasthan).
The main product is flyash based, which is being sourced from Thermal power station Aligarh and cement is supplied to mainly in Eastern UP .. The plant has a state of the art technology featuring Expert System of DCS with fully equipped modern laboratory to ensure optimum production and consistent quality product, these are the latest equipment in cement grinding process. 1. To reduce the power consumption. 2. To increase the flyash TPH to design capacity
India’s economic development propelled by rapid industrial growth and urbanization is causing severe environmental problems that have local, regional and global significance. Cement Industry in particular is one of the highly polluting industries as per the Indian legislation. The Environmental regulations have become very dynamic and critical to be adhered with in the recent times. Stringent environmental norms, major changes in Environmental law in line with Global Environmental issues, increased public participation and involvement in decision making, increased environment consciousness, inordinate delays in Environment Clearances process & permissions for projects, involvement of large no of statutory authorities at various levels in obtaining clearances & permissions, legal cases etc have compounded the issue to many fold. Today business & environment go hand in hand and environmental considerations occupy central position at levels in business decision making. Hence the individual cement plants are under constant vigilance on their environment performance. The environment officer at the unit is needs to deal with all such issues and ensure environmental compliance of the unit and streamline the environmental activities in line with the requirements of the MoEF&CC and CPCB and provide required assistance to deal with the environmental issues of the units and facilitate smooth operation of business.

Major Challenges –
• The amount of Statutory Environment Compliances for cement plant has risen over the last few years and is increasingly becoming a challenge to keep track of all the environmental parameters.
• The person has to keep track of all the new guidelines and notifications pertaining to compliance and take necessary action in consultation with the plant management
• Apart from environment compliance, the reports, data and activities related to sustainability also falls under the purview of this position and involves handling with the information and data on sustainability.
• To adopt good/best practices & educate employees for participation and contribute in the environment related activities.

KRA1Strategy & Planning:
To coordinate with multiple stakeholders including Government authority for the completion and approval of projects. Taking lead to align the unit goals with Sustainability Goals related with Environment.
• Involve in the studying and developing of environment impact assessment report for cement plant.
• Facilitate and conduct public hearing for the new and expansion projects as per the guidelines
• Design, develop and execute an implementation work plan for the expansion and renewal projects. This would also involve working closely with agencies and Government authorities.
• Co-ordinate with corporate sustainability team for the preparation and submission of sustainability report & SAQs for sustainability audits.

• Updating environmental data elaborately into the software as a part of the sustainability task.
KRA2Operation Management:

To be obtained the Environment Clearance, NOCs, Consents and Authorization for new project, amendments, their timely renewals for the Nodal Agencies. Ensure the Compliance with conditions given in Environment Clearance, NOCs, Consents and Authorization during operation of Plant.
• Filing online /manual applications and co-ordination with Government Bodies to obtain/renewal of Environment Clearances, Consents and Authorizations
• To be obtained NOCs, Consents, Authorizations for new units, any amendments, renewals for Cement Plant.
• Ensure regular and periodic submission of statutory and compliance reports about the performance of the plant to Government bodies pertaining to EC and CTO on timely basis.
KRA3Environmental Management:
Monitor & review plant environment parameters, & facilitate their compliance in line with Government & statutory requirement. To ensure conformance with all applicable environmental regulations and policies.
• Monitor and review environment parameters for Cement Plant on regular basis.
• Ensuring the performance of Pollution control equipment by monitoring and reviewing.
• Ensuring working of Continuous Emission Monitoring System (CEMS) and compliance of its guidelines.
• Review the status of EC and Consent conditions and their implementation status at ground level. Identified gaps, planning to filling the gap.
• Confirmation with all the environment related requirement with respect to rules, policies, NGT/ Court orders, SPCB/ CPCB/ MoEF/ Govts directions.
• Capability building of all the plant employees working in different sections though training and awareness for achieving the Environment Targets.
KRA4Audit & Legal Compliance
Ensure adherence to all the Environment related legal requirement for Plant
• Ensure compliance during Environment Audits, during GPCB/ CPCB / MoEF visits. Ensure timely submission of various Compliance reports to Govt. Agencies.
• Conduct Environmental Audit within the plant regularly and identify environmental abnormalities, spillage/leakages to be reported and rectified.
• Co-ordination with the legal cell at corporate office for updating the compliance manager software.
KRA5Cost Management
Implementation of environmental activities at optimum cost without compromising with the compliance requirement of the unit.
• Develop the Capital expenditure/budget for the department as a part of planning and monitoring of activities related to environment compliance.
• Environment Budgets for statutory fees for CTO & CTE, consultancy charges, commitment towards the Corporate Environment Responsibility (CER), world environment day celebration etc.
KRA6Public Relation:
Facilitate and ensure effective relationship with GPCB (Head Office & Regional Office), CPCB Regional Office, Forest Office, consultants, Environment Auditors for smooth operation of Plants.
• Maintained cordial relation and with Officials of GPCB, Head Office, Regional Office, Regional office of CPCG, Forest Departments through regular meetings. Good relation with consultants, Environment Auditors, local communities etc.
• Ensure compliance to any observation raised on timely basis.
• Ensure zero penalties / letters due to noncompliance issues.
KRA7Focus on SHE (Safety, Health & Environment) along with Sustainability initiatives§ Ensuring 100% compliance of all safety standards and all applicable recommendations related to their concerned area.
§ Educating team about “I know my job”, “I know the hazards associated with my job and I applied control measures” & “I escalate to my senior” among manpower deployed in sections/department manpower including peer, WB & CL manpower
§ Timely conducting scheduled SO round and reporting of accidents, incidents and near misses on occurrences in the area of concern in system.
§ To conduct daily Tool Box Talk as schedule and before start the job any critical job along with SWP
§ Active participation in safety training, safety sub committees, standard champions meeting and any safety event
§ Ensure good housekeeping, limited use of power, no leakage of water, oil, air etc and reporting concerned if any abnormalities for corrective action
§ Adhering of all safety precautions on the site and off the site
§ Replicating good practice for saving environment for long run sustainability and creating awareness among manpower to save guard natural resources.
KRA8System Management
(Effective implementation of all IMS and other systems requirements through involvement for continuous improvement in plant working condition & quality standards)
-To implement improvement project to reduce repetitive problems/breakdown or losses.
-Timely submission of Kaizen, OPL, Good to fine, suggestion on system
-Developing and sustaining Model area in respective sections
-100% active participation in respective KFA & GRT meetings and giving inputs related to bring new technology, innovation and improvements towards productivity. Conduct awareness programs down the level team
-To know about IMS and other systems requirement and documents for Non-Conformity in section during internal and external audits or assessments.
-Implementation of critical spares & consumable SOP without any defilement
- Identify & arrange rectification of leakage points/unsafe points along with monitor & take corrective action for emission levels.
